I would provide a summary of this article, but alas, WRAL only provides summaries as their news articles. Ken brought up a couple of good points.

1. Long lines during big jackpots only occur on border towns in VA, TN, GA, and SC because NC doesn't yet have a lottery.

2. The c-stores don't have to offer the lottery.

What's with these convenience store owners anyway? Most of them I know are at least three levels above retardation.
